That, however, should not suggest that the book is lacking in academic rigor. It is a result of years of research and offers detailed statistical data to support its stand on various issues. An uncertain Glory touches most of the determinants of development like education, health and poverty.
But it does not stop there. It tries to dissect the ailing body to reach at the core of the malaise. In doing so, surprisingly new avenues are thrown open for further research.
The continuing grip of entrenched socio-economic inequality, caste and gender prejudices and a lack of public discourse on critical issues are proposed as possible unusual suspects. The role of media which has failed to provide a platform for democratic process and public reasoning has been brought to fore.
The style of writing is more nuanced and punchy than other, more esoteric works of Sen.
Dreze imparts an activist hue to the style of prose. The book makes a case for a more ambitious public intervention in sectors with public goods nature- education, health, poverty alleviation and environment.
At the same time, it does not write off the role of private sector. This puts the authors in striking contrast with economists who advocate further liberalization and privatization. An Uncertain Glory, hence, with its analytical arguments, empirical corroboration of facts and pertinent issues, is a timely eye-opener for understanding the challenges that lie ahead.
Dreze and Sen, offer a pause to the policy makers, by shifting attention from a narrow concept of economic development towards a broad based socio economic development.
They admit that most of the appalling social indicators are a consequence of a colonial legacy. They also give due credit to the far reaching reforms of However, the reform process has been slow at dismantling the lincense permit raj.
